Inspection for the Trafficking and Storage of Fuel (KEDAK)

Act 3054/2002 “Organization of the mineral oils market and other provisions” provided for the introduction of a new inspection mechanism in the Ministry of Development, known as “Inspection Teams for the Trafficking and Storage of Fuel” (KEDAK).
ASPROFOS, in the framework of the project “Administration of Act 3054/2002” assigned to it by the Ministry of Development, has participated effectively in designing and organizing the “Inspection Teams for the Trafficking and Storage of Fuel”, as well as forming the Mobile Laboratory Units available by KEDAK for fuel control enforcement.
KEDAK aim at accomplishing in site inspection of installations and refineries, storage facilities, transport means, final sale transactions and, in general, inspection of petroleum product storage facilities regarding compliance with the terms and conditions of their establishment and operation licenses, the type and quality of all traded products, all data related to transport and distribution of the products, as well as their means of transport, and trade marks utilized by the filling stations.
To support and coordinate the project of KEDAK, a relevant Secretariat has been established by the Ministry of Development, which is responsible for controls planning, inspectors register maintenance, preparation of recommendations for imposing sanctions in case of transgression, administration of KEDAK Information System and the Mobile Laboratory Units in use
KEDAK Information System consists of two (2) distinct subsystems, the subsystem of Inspection Teams crew administration, which has been developed by ASPROFOS and the telecommunication system, through which all the data (Inspection Teams position, fuel analyses results) are transmitted through satelite from the Mobile Laboratory Units to the Secretariat.
The Mobile Laboratory Units being used by KEDAK are equipped with the most modern equipment. Each consists of a van type vehicle, properly equipped for the accomplishment of fuel analyses.
The available equipment are:
- An elemental sulphur analyzer
- A gasoline analyzer
- Appropriate place for carrying out the kinizarine test
Finally a results printer and the telecommunication system devices for data transmission to the Secretariat are also installed in the vehicles. The telecommunication system is based on GPRS technology and can transmit in real time data, voice and image from the Mobile Laboratory to the Secretariat and vice versa.
KEDAK have been in operation at the Ministry of Development since January 2003.
Up to now, the results of their work have been quite significant, as they have succeeded in recording a great number of violations of the Greek Legistation and have led, according to data supplied by the Ministry of Economy and Finance, to a significant decrease in fuel fraudulence and increase in State’s revenues.
